Negative Marking in NCC Exam 2026-2027

REVISION OF POLICY ON CONDUCT OF A, B & C CERTIFICATES EXAMS 2026-2027

1. In the trg yr 2024-25, the ‘C’ Cert exam was conducted on MCQ pattern. However, no other aspects wrt timings, marking scheme, etc were changed.

2. Notwithstanding, post declaration of results by the Dtes, it has been observed that the pass percentage of cadets pan India has incr much in excess of the previous years. As per feedback obtained from the envt, there is reqmt to incorporate due changes in the Cert Exams policy. Hence, the fwg has been duly approved by the competent auth for implementation wef current trg yr :-

(a) Conduct of Cert Exams.

(i) Change in Time Allocated to Attempt ‘C’ Cert Exam.

The time currently allocated of 180 mins for 175 Questions for ‘CCert Written Exam is now reduced to 120 mins.

(ii) Introduction of Negative Marking for ‘A‘, ‘B‘ and ‘CCert Exams. Negative marking @ 0.25 mks per wrong answer is to be incorporated in all Cert exams wef current trg yr.

(b) Implementation of Revised Syllabus.

The implementation of revised syllabus in different yrs of NCC trg and exams to be conducted is as elaborated below :-

(i) First yr cadets, JD/JW and SD/SW, will study from revised syllabus wef current trg yr.

(ii) Second yr cadets, JD/JW and SD/SW, as well as third yr cadets, i.e, ‘C’ Cert affected cadets, will continue studying from old syllabus in current trg yr and exams will be conducted based on old syllabus.

(ii) Second yr cadets passing the ‘B’ Cert exam this yr and moving into third yr of NCC trg, ie, ‘C’ Cert in next trg yr (2026-27), will study in third yr the “revised syllabus” and exam (‘C’ Cert) will be based on revised syllabus.

3. Prep of Question Bank for C Cert Exam 2024-25.

Question Bank for C Cert Exam for previous trg yr was prepared out of data (MCQs on respective topics) as fwd by the Dtes to the OTA Kamptee/ PO (BOO for prep of question bank) without due vetting. The BOO detl for sifting, final vetting and compilation of Question Bank had to assemble multiple times to rectify the data fwd by the Dtes.

4. Prep of Question Bank for ‘C’ Cert Exam 2025-26 & Onwards.

The formulation of Question Bank will continue and as mentioned below :-

(a) For ‘C’ Cert Exam of the Trg Yr 2025-26.

Existing Question Bank as prepared during trg yr 2024-25 to be refined by a BOO, under a Gp Cdr as the PO and four offr Members, incl Army, Navy, Air & RVC alongwith other JCO/NCO Rk members. Two selective ANO and an Hindi Translator will also form part of the BOO.

(b) For ‘C’ Cert Exam Trg Yr 2026-27.

An entirely fresh Question bank to be prepared from revised precis. Fwg shall be implemented by the Dtes :-

(i) Selective topics will be given to Dtes for prep Question Bank data.

(ii) Once question bank prep for respective topics, a Gp Cdr to be nominated by the Dte for vetting of the data bank as per guidelines issued.

(iii) Said data bank to be counter signed by the Gp Cdr before fwd to OTA Kamptee/ this HQ, as directed. Hindi Translator also to be incorporated in the exercise by the nominated Gp Cdr.

6. The soft copy of revised precis is likely to be made available to the envt latest by last week Aug 2025. An elaborate letter on allocation of marks to different topics of practical and written exam will be issued shortly for the purpose of prep question papers for different exams.
